About Carleton University

Location

The campus of Carleton is located on 153 acres (0.62 km2) bounded by Colonel By Drive and Rideau Canal to the west, Bronson Avenue to the east, and the Rideau River to the south.

However, the campus is located next to the Arboretum of Dominion and the Central Experimental Farm. 

Previously, the campus consisted of three buildings, the MacOdrum Library, the Tory Building, and Paterson Hall during its initial construction in 1959, forming a quadrangle located at the heart of the academic buildings of the university.

The university has since expanded to 47 buildings, with the Health Sciences Building, which was inaugurated in 2018, becoming the newest addition.

The campus is open to road traffic from two entrances at Bronson Avenue and Colonel by Drive, respectively.

The campus of Carleton includes a number of surface roads to facilitate traffic in and out of the university, the most commonly used of which is Campus Avenue, which was transformed in 2019 to a single-direction road to relieve congestion.

University’s Organization and Administration

Governance

The regulatory structure of the university is defined by the Carleton University Act, 1952, which permits legislation that sets out the institution’s fundamental legal responsibilities and purposes.

The Act sets up Carleton, governed by a Board of Governors and Senate, as a bicameral institution.

The Act defines the university’s objects and aims as the promotion of learning; the dissemination of knowledge; the academic, social, and moral advancement of its members and the society at large; and the establishment within the City of Ottawa of a non-sectarian institution.

Board of Governors                            

The Board of Governors oversees the institution’s corporate affairs, including financials, real estate, risk management, and strategic direction. 

It is also the responsibility of the Board of Directors to appoint the President and Chancellor and to determine the compensation of staff, faculty, and senior administration members. 

The Board of Governors consists of 36 members, with 18 members drawn from Carleton’s students, employees, and administration. 

All include four students, two faculty members, two members of the University Senate, two alumni, two staff members, and ex-officio members of the Board of Trustees, the President and the Chancellor.

The majority of the members were chosen from the local community at large. 

The Board has six standing committees in support of its mandate and oversight role, with each Governor having membership in one or two of these committees over the course of a year.

Executive, Audit & Risk, Building Program, Development and University Relations, Governance, and Finance are part of these standing committees. 

The Board is headed by the Chairman of the Board, who chairs meetings, reviews executive efficiency, advises senior management, and represents the interests of the university to the government.

Senate

The Senate is the supreme academic body of Carleton and is responsible for the academic governance of the university.

The responsibilities of the Senate include granting degrees, approving honorary degree recipients, creating and selecting recipients of the scholarship.

There are 86 members of the Senate, including 40 faculty members, two contract professors, 10 undergraduate students, three graduate students, 23 ex-officio members, four Board members, and up to four special appointments.

Carleton’s main annual revenue sources are tuition fees, which generate 59 percent of the income of the university, or $291 million in profits.

And provincial government support, representing 35 percent of the income of the university, or $172 million. 

As of the 2017-18 academic year, Carleton has an endowment fund of $269.38 million, an improvement of $7.6 million over the previous year.

Richard J.Van Loon Scholarship

Richard Van Loon (born 1940) is a retired Canadian civil servant and the former president of Ottawa, Ontario’s Carleton University. 

The first Carleton president, who was also a Carleton alumnus, was Van Loon. However, In 1961, as well as an MA in 1965, he received his Bachelor of Science in chemistry there.

Also, in 1968, he completed a Ph.D. in political studies at Queen’s University, and he taught the subject at Queen’s, Carleton, and the University of Ottawa for many years.

Relatively, in August 1996, when he was named president of Carleton, Van Loon inherited a $12.9-million debt school whose enrollment and retention rates were starting to decline.

One of his predecessors, William Edwin Beckel’s “open-door” admission policy, had given Carleton a reputation as “Last Chance U,”.

However, by the end of his tenure, his immediate predecessor, Robin Hugh Farquhar, had managed to get approval by the Board and Senate for an improvement in admission standards.

As a result, while Carleton’s cumulative deficit ballooned to almost $30 million during Van Loon’s first two years in office, its entry averages increased.

Relatively he orchestrated a major faculty restructuring to concentrate on two key academic strengths: public relations and high-technology programs.

In 2001, Van Loon was appointed by Carleton’s board of governors for a second term.

He helped oversee a $280-million building boom during this term to prepare for the arrival of Ontario’s dual cohort of high school graduates.

By the time his second term ended in July 2005, Carleton’s debt of $30 million had been nearly halved.

About the Scholarship Program

The Richard J.Van Loon Scholarship is given annually to an outstanding instrumental student from an African country, valued at $5,000 for the 2020-21 academic year. 

The award was presented in 2005 by associates, family, and colleagues to recognize the 10th President of Carleton, Richard J. Van Loon.

  • You must be a resident of an African country.
  • A foreign student who wants to have a valid Canadian study permit. 
  • You must be enrolled at Carleton University as a full-time student and be active in every study program from one year to another.
